Hanoi, Vietnam’s capital, aims to produce its first university spinout by year’s end after the central government issued clear regulations to enable the process.

Although the city government already has six resolutions targeting science, technology, and innovation, Vietnam previously lacked a comprehensive legal framework for establishing spinouts.
